Council Member Chris Banks inquires about the Monitor agreement metrics and NYCHA's progress in meeting performance targets. Eva Trimble, NYCHA's Chief Operating Officer, provides an overview of the improvements made in various areas covered by the agreement.

  • The Monitor publishes quarterly reports on NYCHA's progress in key areas
  • NYCHA has shown improvements in all six pillars of the agreement, including elevators and heat
  • Heat outage restoration times are surpassing the agreement's goals, averaging around 7 hours compared to the required 12 hours

Thank you for that information.

Capital projects and the Monitor agreement.
3:11:50
The Monitor agreement binds NYCHA to strict performance metrics that concerns lead, paint, mold, pests, waste, elevators, heat, and inspections.
3:12:02
Is there a single place where the public can view progress against these metrics?

Thank you, council member.
3:12:11
We've been working closely with our partners, both the Monitor and federal partners, HUD in Southern District, on all of the areas of the agreement that you just mentioned.
3:12:20
The Monitor does publish a quarterly report that where they publish their opinion of our progress on all of these areas and includes much of the metrics around that.
3:12:30
But I'm happy to report that in almost all of the six pillars, we have shown tremendous improvement in all of those areas.
3:12:39
We continue to see reduction in outages for elevators and reduction in outage response time.
3:12:46
And in addition for heat, we've done the same.
3:12:49
We are surpassing our goal of the agreement, for example, for heat, which requires restoration within twelve hours.
3:12:56
We're averaging around seven for this heat season.
3:12:59
And so we continue to have performance and productivity improvements in all of those areas.
