Council Member Chris Banks inquires about specific data on Section 3 hiring in converted developments and the inclusion of local vendors. NYCHA's representative provides information on data tracking and reporting practices.

  • NYCHA tracks and manages Section 3 performance data for both Section 9 and RAD/PACT projects
  • RAD/PACT Section 3 performance data is published quarterly on NYCHA's website
  • Section 3 requirements apply to all types of vendor contracting, including local vendors

Right?
3:02:36
You you have percentages showing how many residents have been hired from those particular developments that have been converted or per development that has been converted?
3:03:37
And does the section three also include local vendors as well?
3:03:41
Hiring of local vendors?
Shaan Mavani
3:02:44
Sure.
3:02:44
So let me come to the RAD PAC in a moment.
3:02:46
What I was speaking about was on the section nine side and we do track and manage the data around that so we know per contract and per project what kind of section three performance we're seeing from a vendor.
3:02:56
On the RAD PAC side, section three is required for the renovation work, so the major construction that happens after conversion.
3:03:05
Our real estate development team does collect and monitor that data.
3:03:08
In fact that's published on our website every quarter.
3:03:11
And so actual performance of each project and how they're doing against their section three targets is available there.
3:03:19
In a similar way as I mentioned, they're working closely with the resident leadership of each site around how to field candidates in particular from the properties that are converting as that project and to ensure that they have job opportunities available whether those are trade opportunities or non trade type of roles involved in the renovation project.
3:03:44
Yes.
3:03:44
So section three covers any type of vendor contracting that's happening.
3:03:48
Yeah.
