Council Member Brannan asks about the significant difference in budgeted public matching funds between FY '25 and FY '26. Amanda Melillo explains the reasons for this difference and briefly discusses the new strategy, product, and innovation budget.
- FY '26 budget for public matching funds is $22,200,000, a 73.1% drop from $82,600,000 in FY '25
- The difference is due to the election cycle timing, with more funds typically spent in the June primary (FY '25) than in the November general election (FY '26)
- Unused funds from the June primary can be rolled over to cover the general election
- A new $10,000,000 budget code for strategy, product, and innovation is confirmed to be for Melillo's new division

Okay.
2:35:42
Just have a few more.
2:35:44
When comparing the funding added in the executive plan for FY '26, there's some differences when compared to the budget for FY '25 that we just wanted to get some more clarity on.
2:35:55
In FY '26, CFB budgeted $22,200,000 for public matching funds, dropping 73.1% from 82,600,000.0 in FY '25.
2:36:06
Could you tell us why is a budget for FY '26 so much lower than the FY '25 budget?
2:36:55
And there's a CFB has $10,000,000 budget code for strategy, product, innovation.
2:37:02
Is that the group you just mentioned?
2:37:08
Okay, we've been joined by Councilmember Stevens, and I'm gonna kick it to Chair Ressler.
2:37:14
Thank you so much.
Amanda Melillo
2:36:12
Absolutely.
2:36:13
Great question.
2:36:13
So the election year itself and the calendar fiscal years.
2:36:19
So the June primary is covered in FY 2025 and the November general election is covered in FY '20 '20 Historically we have spent far more in funds during the June primary where we have a lot more competition across races and where the party primaries draw a lot more candidates in each race.
2:36:39
So we have traditionally paid out far more in public funds in June than we do in November in the primary as opposed to the general.
2:36:47
Anything that is unused for the June primary this year would be rolled over to cover the general election.
2:37:03
Yes, that is my new division.
Daniel Redden
2:37:05
Okay.
