Council Member Nantasha M. Williams inquires about CUNY's method for determining which schools to prioritize in their capital budget. CUNY officials, including Chancellor Félix Matos Rodríguez and COO Hector Batista, explain their process, which involves:

  • Recently conducted facility assessments across the university
  • Focus on state of good repair and deferred maintenance
  • Allocation based on critical needs, such as failing systems
  • Standard allocation of $33 million for community colleges, with additional funds for urgent needs

• The process aims to address immediate concerns while maintaining a baseline of support for all institutions. • Allocation decisions are influenced by factors such as campus size, age of infrastructure, and critical system failures. • CUNY officials emphasize the challenge of balancing limited resources across multiple campuses and needs.

Thank you.

I'm gonna start with a general question which is how do you determine which schools to prioritize in your capital budget?
1:00:50
So like how do schools make the screen sheet?
Félix Matos Rodríguez
1:00:53
Okay.
1:00:54
So do you wanna talk about the process?
Hector Batista
1:00:57
Good to see you again councilwoman.
1:00:59
Well the way we sort of do it, as I stated earlier, we recently did a facility assessment of all our university.
1:01:06
And we really are sort of leaning into the whole notion of the state of good repair and making sure that we really are focused on systems and making sure that we really are focused on deferred maintenance.
1:01:21
Across the system, we try to address how the capital budget in terms of that needs that are happening.
1:01:29
If we feel that a boiler is gonna go on a particular building that school, then we obviously allocate a lot more resources to that particular school to address because we know a year from now that boiler is gonna be off and it's gonna create a real problem for the school.
1:01:43
But normal the chancellor across the system we've allocated for the community college kinda an even number of $33,000,000.
1:01:53
And and this new request that we're putting in for $200,000,000.
1:01:56
And that's broken down into various sort of system but it's all connected
