Council Member Brannan inquires about the Campaign Finance Board's potential to access capital funding for certain expenses. Amanda Melillo explains the current funding approach and potential challenges with accessing capital funds.
- CFB currently uses expense funding instead of capital funding for projects like cloud migration
- The agency has traditionally funded capital-eligible projects through its operating budget
- Accessing capital funding would require approvals from OMB and working through other agencies
- CFB's budgetary independence allows for more flexibility in spending
- No discussions with OMB regarding capital funding have occurred to date

So I have a question that I guess sort of dovetails with the migrating to the cloud, which is great.
2:34:08
CFB doesn't have a capital budget, but some of the operational costs CFB has incurred in the past and is budgeting for in the coming year are capitally eligible.
2:34:19
So have you considered ways you can access capitally?
2:34:22
I'm assuming you were able to move to the cloud because you used expense funding instead of right?
2:34:28
Because the city is very reluctant to spend capital money on the cloud.
2:35:27
another And have you had conversations with OMB regarding capital funding?
Amanda Melillo
2:34:33
I can't speak to what the city spends capital funds on and does not because to be honest with you this question only came up very recently conversations with the Council Finance Division.
2:34:45
What I can say is that the agency traditionally has spent what might be considered capital funding out of its operating expenses, which we are able to do because of our budgetary independence and our partnership with the council on that.
2:35:01
I do know that capital funding would require approvals from OMB and working through other agencies.
2:35:07
And I can just say as someone that we do work off of citywide requirements contracts that are held by other agencies.
2:35:15
We used to run our advertising campaigns through the Department of Health and Mental Hygiene.
2:35:21
Generally when we can procure our services directly, that enables us to do the work much faster than when we have to work through
2:35:31
Interestingly, as far as I know, this has not come up with OMB.
2:35:35
They have just always had us We have always worked to fund these things out of our operating budget.
