Council Member Rita Joseph requests a detailed breakdown of students receiving tuition by various demographic factors. DOE General Counsel Liz Vladek explains the limitations and available data.

  • Rita Joseph requests data on students receiving tuition for the past few school years by race, socioeconomic status, age, gender, school district, and council district
  • DOE cannot provide socioeconomic status breakdown due to lack of income data from families
  • Zip codes are used as a proxy for socioeconomic status, though this has limitations
  • DOE has been working to address rising costs and unpredictability in Carter cases

So, know what I would love?
2:47:19
I would love to see a breakdown of students receiving tuition for the year 2022, '20 '20 '3, '20 '20 '2 to 2023 school year, 2023 to 2024 school year, and the current school year by race, socioeconomic status, age, gender, school district, and council district.
2:47:36
So if you don't have that I would love for you to email that to my office.
Liz Vladek
2:47:39
Chair, I believe that we have sent disaggregated data responsive to those points.
2:47:47
I want to say a couple of quick things.
2:47:49
One is that we are not able to give a socioeconomic status breakdown because we don't have income data from families.
2:47:56
So our best proxy is zip codes obviously
Rita Joseph
2:47:59
Zip codes, okay.
Liz Vladek
2:48:00
That doesn't really tell us because we have plenty of brownstones in public housing next door to one another.
2:48:05
Correct.
2:48:06
I would also like to speak to projections.
2:48:10
I think when we look at costs rising over these past years, it's been really out of control and unpredictable.
2:48:18
And I think we have finally started to get our arms around some of it in any number of ways.
2:48:24
You know the cost of an IESP case in eight years went up by 30 times.
2:48:30
And we have under undertaken many steps to deal with that including to push out some of the fraud that we know is responsible for some of that increase.
2:48:39
So CFO Sarita Scott is of course completely right, but I am hopeful that we're finally bending the curve here and finally getting to a place where we can start to model what's happening in this space.
