This morning I'm joined remotely by council member Moya Abreu and in the committee room, we're joined by council members Shulman and Salam.

Today, we are holding a hearing regarding a proposal known as 145 in council member Salam's district.

The proposal consists of three land use actions, a zoning map amendment C250-115ZMM, and an amendment to the zoning resolution N250-116ZRM, and a special permit C250-117ZSM.

Today's public hearing is for the zoning map amendment and zoning text amendment, but we will discuss the proposal in entirety, including the special permit.

I will now open the public hearing on preconsidered LUs for EULIP number c two five zero one one five z m m and n two five zero one one six z r m relating to the January rezoning proposal in Central Harlem and community board ten at the courtroom of Adam Clayton Powell and West 140 Fifth Street.

A earlier rezoning proposal at this location was withdrawn by the applicant in 2022 due to a lack of support.

The applicant has been engaging with the community and council member Salaam on the new proposal that we will hear about today.

The current proposal approved by the City Plan Commission is for a residential mixed use development that will have approximately nine sixty eight apartments, of which approximately two ninety one will be affordable under MIH option two.
