Council Member Brannan asks about the $614.3 million allocation for the Medicaid initiative adjustment in FY 2025. John Ulberg explains the nature and purpose of this allocation.

  • The $614.3 million is a cash adjustment, not additional Medicaid funding
  • It relates to the pending approval of the state directed payment from CMS for the current year
  • The allocation is a temporary measure to bridge funding until the state directed plan is approved

The executive plan includes a one time $614,300,000 allocation for the Medicaid initiative adjustment in FY 2025.

Is this additional Medicaid funding considered a contingency plan if there's further cuts from Washington?
John Ulberg

No.
0:21:10
The 16 is really I would say a cash adjustment, an accounting adjustment.
0:21:16
As Mitch had mentioned, you know we're in the process of waiting approval for the state directed payment from CMS for actually this year.
0:21:26
And $600,000,000 was actually in reserve with OMB and HRA to fund the non federal share of that transaction.
0:21:35
And since it looks like it's gonna be delayed out of our fiscal year, we're pulling those dollars back.
0:21:40
So it's really like a cash transaction.
0:21:42
So we'd be very happy if the state directed plan gets approved, right, by CMS, and then we'll use those dollars again for transfer it back over to OMB and HRA to cover the non federal share of Medicaid.
0:21:55
So it's really just a bridge or an accounting adjustment to get through this year.
