Council Member Justin Brannan inquires about the Department of Health and Mental Hygiene's budget, focusing on city tax levy funded services and potential federal funding reductions. Acting Commissioner Michelle Morse responds, providing insights into the department's funding structure and future budget expectations.

  • DOHMH's public health expense budget is 63% funded by city funds, totaling about $886 million in FY '26
  • Some programs, like IMT teams, are fully funded by city tax levy (CTO)
  • No services are expected to be reduced in the FY '26 budget, with some areas seeing increased funding
Justin Brannan
2:39:01
Thank you commissioner.
2:39:04
So DOHMH's expense budget is primarily funded with city tax levy funds.
2:39:10
In FY '26 executive budget, city funds make up 63% of the public health expense budget.
2:39:17
It's about $886,000,000.
2:39:19
Which public health services are funded exclusively with city tax levy funds?
Michelle Morse
2:39:26
Thank you for that question.
2:39:28
There are a number of different programs and divisions whose program activities and policy work is really primarily funded by CTO.
2:39:38
One example I'll give from this morning is our IMT teams for example that are fully funded by CTO.
2:39:44
There are a number of other programs.
2:39:47
We could certainly get a more expansive list so you know which ones are only funded by CTO.
Justin Brannan
2:39:53
Yeah, that would be helpful.
Michelle Morse
2:39:54
We can do that.
Justin Brannan
2:39:55
Okay.
2:39:56
I guess because we're interested if any of those services are eligible for funding on other, any other funding sources or if it's exclusively city tax levy.
2:40:06
Which public health projects or services saw reduced federal funding in the executive plan?
2:40:11
Are those reductions expected to be replaced with other sources of funding from city or state dollars?
Michelle Morse
2:40:18
At this time, we actually don't have any services that are expected to be reduced in the FY '26 budget.
2:40:26
All of our current programming is intended to continue and there were some increases in funding in some areas like tuberculosis, school based, excuse me, school nursing, etcetera.
2:40:39
So we're not expecting any cuts to services in FY '26.
