Council Member Sandy Nurse inquires about the staffing plan and timeline for the new therapeutic facility. Assistant Commissioner Alex Maldonado provides details on the current status and next steps.

  • DOC submitted a draft staffing plan to SCOC earlier in the year, proposing approximately 280 staff members
  • SCOC's post analysis suggested 99 posts, but this doesn't account for local regulations and collective bargaining agreements
  • DOC is working to reconcile these differences and determine the final staffing number, which is still expected to be over 200
  • DOC anticipates submitting a revised plan to SCOC within a couple of months
  • The next scheduled meeting with SCOC is expected to be the following month

Okay.
1:02:42
So, one, it would be great to get that out if you could provide in the follow-up that outstanding list.
1:02:48
I think that would help members understand why, you know, what's going on so we don't assume nothing's going on.
1:02:54
And then two, in terms of staffing, you so you've submitted a staffing plan and the state has rejected it, or you haven't developed a staffing plan and you're in process with that.
1:03:06
Can you just I mean, how many people are you needing?
1:03:09
My understanding is CHS will be managing the staffing and budget for that.
1:03:16
Am I correct in that?
Alex Maldonado
1:03:19
I'm not sure.
1:03:20
They will certainly be handling their own staffing and and their assignments for the medical services and mental health services.
1:03:27
However, the department will over oversee the the facility as a whole and will manage its staffing.
1:03:33
In terms of budget, those staff members come out of our lines of budget.
1:03:38
We do we did have a we submitted a draft staffing plan to the State Commission of Correction.
1:03:44
It was approximately two eighty staff members.
Sandy Nurse
1:03:46
When was that?
1:03:46
When did you submit that?
1:03:48
Was it in this year?
Alex Maldonado
1:03:49
It was this year.
Althea V. Stevens
1:03:50
Okay.
Alex Maldonado
1:03:50
Forgive me, I don't remember the date.
1:03:51
That's right.
1:03:52
But at our last, I believe at our last couple of hearings we discussed, there was about approximately two eighty staff members needed.
1:03:57
That's including staff members for all three tours, all of the posts, as well as coverage factors, right, for people who are out or what have you.
1:04:07
And so that was approximately two eighty needed to be assigned.
1:04:12
The state came back with its post analysis, and they described 99 posts that would be needed to to manage this facility.
1:04:20
However, that does not take into account local regulations as well as that does not take into account some of our collective bargaining agreements.
1:04:27
So we are currently in the process of working with the state to figure out what that number really is when you take into Okay.
1:04:45
It's still over approximately over 200
Sandy Nurse
1:04:47
And those pieces are a part of collective bargaining, or are those separate pieces?
Alex Maldonado
1:04:51
Some of those pieces are part of collective bargaining that require a certain number of posts for depending on what the the uniform rank is.
1:04:59
So again, we're kinda working through those details, and certainly welcome an opportunity to talk offline.
1:05:03
When do you
Sandy Nurse
1:05:03
when do you anticipate sending something back to the state?
Alex Maldonado
1:05:08
In short order.
Sandy Nurse
1:05:10
Within like a couple months?
Alex Maldonado
1:05:11
Oh, certainly within a couple of months.
1:05:13
I mean, we're we're in regular communication with them, and this staffing plan would be required for commissioning.
Sandy Nurse
1:05:18
And when's their next visit, or when's your next scheduled meeting with them?
Alex Maldonado
1:05:23
I believe it's next month.
1:05:25
They come down for for both the Bellevue project as well as the borough based jail project.
Althea V. Stevens
1:05:29
Okay.
Sandy Nurse
1:05:37
Council member Althea, do
