Council Member Rita C. Joseph inquires about the metrics used to measure the success of the We Speak NYC program. MOIA officials explain their approach to evaluating the program's effectiveness and impact on participants.
- Success is measured by the number of classes attended and information captured from participants
- The program serves as an entry point for English language services
- An exit survey is used to gather feedback from participants
- Anecdotal evidence suggests the program encourages participants to continue with adult learning classes

And then We Speak NYC is so successful in terms of attracting new participant.
3:49:37
What are the criteria's you use to measure success?
3:49:40
And that would be all chairs.
3:49:43
What do you use to measure success?
Lorena Lucero
3:49:47
Well, I think for us as you know with this, this is really the entry point to just language to English services period.
3:49:55
So for example like my mom who might be shy to speak English in front of people this is sort of the place where you get the very beginning fundamentals.
3:50:02
So for us metrics wise is the number of classes that you're attending, but also the ways that we are capturing some of the information.
3:50:12
So that's part of it, but again for us it's really encouraging learners to continue their journey with intermediate level classes and so forth.
Rita C. Joseph
3:50:20
Is there an exit survey that folks take in order to say how well this is working or it's not?
Lorena Lucero
3:50:26
Yes.
3:50:27
I'm gonna say yes.
3:50:28
I just don't have the number handy.
3:50:31
But overall, anecdotally, folks have said that it's been helpful in encouraging them to continue their adult learning classes.
Rita C. Joseph
3:50:38
Thank you, chairs.
3:50:39
And can
Manuel Castro
3:50:40
I if I can, council member, just to clarify?
3:50:43
So we have baseline funding for for this program, And then throughout the year, we often get additional funds added to Moya's budget, which we then invest in in these various programs.
3:50:55
Not ideal for our providers, and we hear them, you know, but we are very committed to working closely with them so that they know, right, that this may come.
Rita C. Joseph
3:51:04
Thank you, commissioner.
3:51:05
Thank you, chairs.
