Council Member Selvena N. Brooks-Powers introduces two pieces of legislation: a bill requiring an environmental impact study of JFK Airport operations in Southeast Queens, and a resolution supporting state bills to strengthen cannabis storefront siting rules. She emphasizes the importance of environmental justice and community well-being in relation to these proposals.

  • The JFK Airport bill aims to collect data on air quality, noise, and health outcomes, and implement programs to reduce environmental harm.
  • The cannabis legislation resolution supports increasing the minimum distance between cannabis businesses and sensitive sites like schools and places of worship.
  • Brooks-Powers urges the state legislature to pass the cannabis-related bills and calls for the governor to sign them into law.

Thank you and today I'm introducing two important pieces of legislation.

First, I'm introducing a bill that would require the city to conduct a re recurring environmental impact study of JFK Airport operations in Southeast Queens.

For far too long, residents in communities like mine have lived with the daily impacts of noise and air pollution from airport traffic without adequate monitoring transparency or mitigation.

This bill directs the office of long term planning and sustainability to work with city agencies to collect data on air quality, noise, and health outcomes, consult with local environmental justice groups, and publish regular public reports.

It also requires the city to recommend and implement programs that reduce environmental harm and to engage the port authority on needed changes to the JFK lease agreement.
1:00:21
If we are serious about environmental justice, we must back that up with data in action.
1:00:27
This legislation ensures that environmental concerns in Southeast Queens are taken seriously.
1:00:33
I'm also proud to introduce a resolution in support of two critical state bills, senate bill twelve forty four, assembly bill fifteen eighty seven, and senate bill seven two seven five a, and the assembly bill accompanying that is five three four one a, which would strengthen citing rules for cannabis storefronts and advertising.
1:00:54
These bills would increase the minimum distance between cannabis businesses and sensitive sites like schools, playgrounds, libraries, and houses of worship while also clarifying how those distances are measured.
1:01:06
We must ensure legislation does not come at the expense of the community well-being.
1:01:12
I urge the state legislature to pass these bills and the governor to sign them into law.
1:01:17
Thank you.
