My team is working closely and collaboratively with the federal monitor to achieve the goals of the monitorship and to ensure that our stop, question, and frisk practices are constitutionally sound.
0:18:50
That is why at Compliance STAT we are laser focused on constitutionality of stops, risks and searches conducted by our officers.
0:18:58
We are putting time and resources into Compliance STAT and it is working.
0:19:03
In the third quarter of twenty twenty four the monitor found that 91% of our stops were lawful compared to 82% in the first quarter.
0:19:11
We also improved over that time when it comes to frisks.
0:19:14
79% compliance versus 62%.
0:19:17
And searches 78% compliance versus 67%.
0:19:22
Through compliance stat we can and will push those compliance stat rates even higher.
0:19:29
When we talk about stops we also must acknowledge longstanding racial disparities.
0:19:33
The monitor has found that controlling for various factors such as the crimes being investigated when it comes to a variety of post op outcomes such as frisks, searches, arrests, summonses, use of force, and the recovery of contraband or weapons, Racial disparities over time have been substantially reduced or been eliminated entirely.
0:19:55
For the stops themselves, racial disparities remain and we are working with the monitor to formulate a fourteenth amendment compliance plan that will tackle that issue head on.
0:20:05
When it comes to constitutional policing we are proud of our successes and clear eyed about the challenges that remain.
0:20:12
We will continue to identify where we fall short and implement ways to be better.
