Council member Gale A. Brewer initiates a discussion about reducing paperwork for NYPD officers, leading to responses from Commissioner Jessica Tisch and Deputy Commissioner Michael Gerber about ongoing efforts and the need for modernization. The conversation highlights the excessive paperwork burden on officers and the potential for collaboration between the NYPD and the city council to address this issue.

  • Michael Gerber provides an example of combining two forms into one to streamline the process.
  • Jessica Tisch emphasizes the need for a "massive bill" to modernize reporting requirements for the NYPD.
  • Both council members and NYPD leadership agree on the importance of reducing wasteful paperwork to improve officer efficiency.

I've always liked Kelly and Bratton, but you have kicked their ass in terms of your information today, and I will tell them.
1:59:42
My question, starting with paperwork, I think that you are working on some kind of a project that would hopefully have a more streamlined paperwork.
1:59:54
Now don't blame the city council.
1:59:55
It's not all our fault.
1:59:57
But sometimes half of the tour is filling out paperwork.
2:00:00
So what are we gonna do about that?
2:00:02
Michael Gerber knows all about this.
Jessica Tisch
2:00:05
Go ahead, Michael.
Michael Gerber
2:00:07
Yeah.
2:00:07
Sure.
2:00:07
So so, we are working on that.
2:00:10
It's a discussion we've had before obviously.
2:00:11
I'll just give one good example.
2:00:13
It's a small piece but it's in the vein of what you're talking about.
2:00:16
So for example, we now have as you know level one and level two reporting that we do.
2:00:21
We had, We realized what cops were doing for level two there's a consent to search form.
2:00:26
They had two separate forms, right?
2:00:27
One the level two form, one the consent to search form which kicks in at level two.
2:00:33
So we did what I'm sure you would say is painfully obvious which is we combined the forms.
2:00:38
And so so now instead of doing having to do two forms in that situation, they're doing one.
2:00:42
So we're looking for opportunities to do exactly that.
2:00:45
We want fewer forms.
2:00:47
In a perfect world in a perfect world, there would just be one form that an
Lincoln Restler
2:00:52
officer would fill out.
2:00:53
Yes.
Michael Gerber
2:00:54
It would auto populate lots of other things.
Jessica Tisch
2:00:58
I just wanna I just I just add here because this is all a lot of detail.
2:01:02
Like, picture, our officers are required to fill out way too much paperwork
Gale A. Brewer
2:01:10
and
Jessica Tisch
2:01:10
way too many forms.
2:01:12
And I would welcome the opportunity to work with this council
Gale A. Brewer
2:01:18
Okay.
Jessica Tisch
2:01:18
On a massive bill to modernize what types of forms and what types of reporting the New York City Police Department and specifically our police officers are required to do.
2:01:32
Because some of the stuff came about like ten, twenty years ago, and in my opinion is no longer relevant or necessary or something that we want our officers like burning their time on.
2:01:46
It's it's truly wasteful.
2:01:47
Wasteful.
Gale A. Brewer
2:01:48
We agree since they spend half their time when I go out and I see that.
2:01:52
So let's work on that.
