Commissioner Jessica Tisch and Chief of Detectives Joseph Kenny respond, explaining their approach to investigating these crimes and collaborating with federal partners.
- The NYPD uses a combination of local squads, financial crimes task force, and major case units to investigate financial crimes against the elderly.
- They collaborate with federal partners like the FBI and HSI for interstate crimes.
- Chief Kenny acknowledges staffing shortages but mentions they adjust resources as needed.

Thank you, chairs.
2:33:39
Hello, commissioner.
2:33:40
I have several questions, so bear with me here.
2:33:43
In 2023, individuals aged 60 and older across the country lost a staggering 3.60
Jessica Tisch
2:33:50
or 16?
Crystal Hudson
2:33:51
60.
2:33:51
Okay.
2:33:52
Six zero.
2:33:53
Lost a staggering $3,400,000,000 to fraud.
2:33:57
Here in New York City, our older adult population has grown by more than 30% over the past decade, and it's projected to grow another 40% by 2040.
2:34:06
As financial crimes become more sophisticated with advancing technology, how's the NYPD using its budget to protect one of our largest and most vulnerable populations?
Jessica Tisch
2:34:16
I'm gonna ask, chief Kenny, our chief of detectives, who oversees financial crimes in those
Crystal Hudson
2:34:21
Thank you.
Joseph Kenny
2:34:21
So in in a normal instance like this where the crime takes place, the numbered squad or the local squad would take that case, but then the financial crimes task force would be brought in to enhance that.
2:34:30
And then some instances, even the major case unit would be brought in to follow-up because a lot of these crimes, as we know, lead to interstate, crime, criminals.
2:34:40
So we also use our federal partners as well.
2:34:42
So we do work very closely, with the FBI and HSI in regards to financial crime.
Crystal Hudson
2:34:47
Do you think given the, increase in population that's gonna be expected over the next fifteen years that perhaps resources should be directed towards that division?
Joseph Kenny
2:35:00
We we do fill in as as need be, but, you know, as we've been speaking about, you know, for majority of these hearings, we are short staffing.
2:35:07
That's why we do have the number of swats pitch in to help out when need be.
Crystal Hudson
2:35:11
Okay.
