Council Member Gale A. Brewer inquires about how the effectiveness of overtime is judged for units like CRT (Critical Response Team) and the new quality of life teams. Commissioner Jessica Tisch and Chief of Patrol Philip Rivera explain the overtime thresholds and management process for these units.

  • CRT is considered an operational command with a 40-hour monthly overtime threshold
  • Quality of life teams are mostly part of numbered commands in precincts and subject to the same overtime thresholds
  • The First Deputy Commissioner and Deputy Commissioner of Management and Budget oversee overtime management

In terms of CRT, how is the effectiveness of overtime judged for units like CRT and the new Q teams?
2:07:34
How do you, you know, decide this is effective?
Jessica Tisch
2:07:38
So for CRT, that is an operational command.
2:07:44
And and the way we've we've managed over time in the department on the uniform side is we have set thresholds for uniforms based on the type of work they do, operational, administrative, or investigative.
2:07:59
CRT would be operational, which means they may do forty hours of overtime each month.
2:08:09
And the first deputy commissioner and the deputy commissioner of management and budget oversee the whole thing and make sure no one exceeds it.
2:08:17
In terms of how it whether or how we're assessing whether they are using their overtime effectively or not, do we have someone from the chief of department's office?
2:08:28
Bruce, can you come up?
2:08:31
Thanks.
2:08:32
Oh, maybe chief of patrol.
2:08:33
Sorry.
2:08:34
Whatever.
Justin Brannan
2:08:37
I'm sorry.
2:08:38
Could just repeat that question?
Gale A. Brewer
2:08:39
Sure.
2:08:39
The question is with CRT or quality of life, how do you determine the effectiveness based on overtime?
Jessica Tisch
2:08:44
And chief Rivera.
2:08:45
I apologize.
Gale A. Brewer
2:08:46
That's okay.
2:08:47
That's alright.
2:08:47
Thank you both very much.
Jessica Tisch
2:08:49
You did a great job, Bruce.
Gale A. Brewer
2:08:52
They all do a great job.
2:08:54
We just got a lot of problems.
Philip Rivera
2:08:56
So with respect to CRT, you know, their mission is primarily focused on vehicle interdiction, mopeds, car meets, that that sort of stuff.
2:09:09
So we're looking at they they stick to their forty hours.
2:09:14
If there's special assignments beyond that, then, you know, we'll allocate them specifically, but they're capped at 64.
Gale A. Brewer
2:09:20
The same idea with quality of life in the new divisions?
Jessica Tisch
2:09:23
Yeah.
2:09:23
Quality of life.
2:09:24
Most of those cops work actually in commands, in numbered commands, in precincts as part of queue teams, and so they would be subject to the same overtime threshold.
