Council Member Restler expresses concern about the shift from civil to criminal enforcement under the Adams administration. He cites specific increases in criminal summonses for various offenses and questions Commissioner Tisch about this trend.

  • Restler mentions a 91% increase in criminal summons for drinking in public
  • He notes a 1360% increase for biking on sidewalks and a 1458% increase for commercial bike infractions
  • Restler asks Tisch if she's concerned about this trend and if it's the right orientation for the department

That's not to say I agree with all of your policy choices.
2:19:59
And there are some that I'm concerned about.
2:20:02
You know I thought that at the end of the Melissa Marc Fiverritto speakership the Criminal Justice Reform Act was a really positive development for the city where we gave the NYPD more discretion to shift towards civil enforcement rather than criminal enforcement on a range of different issues.
2:20:18
And unfortunately what we've seen in the Adams administration is a major shift away from civil enforcement toward criminal enforcement in a variety of different areas.
2:20:29
You know I can cite them.
2:20:31
Drinking in public, you know from the beginning of the administration to the present, ninety one percent increase in criminal summons for drinking in public.
2:20:38
1360% increase for biking on sidewalks.
2:20:41
1458% increase for bike infractions that are commercial.
2:20:47
Non payment of affair is a 233% increase.
2:20:51
So we're seeing these significant increases toward criminal enforcement, criminal summons instead of civil.
2:20:57
And I just broadly, is this a trend that you're concerned about?
2:21:01
Do you think that's the right orientation for the department?
