Update on 116th Precinct staffing and response times

Council Member Brooks-Powers inquires about the staffing and resource allocation for the newly created 116th Precinct in Southeast Queens. Commissioner Tisch provides a detailed update on the precinct's current staffing and the significant improvements in response times since its opening.
- Current staffing: 199 personnel, including 147 police officers and detectives
- Substantial decrease in response times: 105 Precinct from 21:03 to 8:38, 113 Precinct from 20:48 to 16:19

So the council and community fought hard to secure the the creation of the 1 Sixteenth Precinct to improve public safety and reduce response times in Southeast Queens.

Can NYPD provide an update on the staffing timeline and resource allocation for the 1 Sixteenth Precinct?

Also wanted to know what investments are being made in violence prevention and intervention programs particularly for youth.

And then the last question is around, the cyclin enforcement.

I know that council member Kaban spoke on it, I just wanted to underscore the concern about cyclists being given criminal violations for infractions, which is not what motorists get.

I do recognize that there is a need, a substantiated need to have greater enforcement because there is a degree of what the public feels has felt like lawlessness in terms of cycling behavior, but I don't know that giving criminal citations is the way to go and so I wanted to understand better the police department's rationale for issuing criminal summonses to cyclists for minor infractions like running a red light when the same infraction is treated as a civil penalty for pedestrians and drivers?

So let me start with the new 116 Precinct.

Current personnel assigned there, 199 people.

Two captains, seven lieutenants, 20 sergeants, one hundred and 40 seven police officers and detectives, and 23 civilians.

We have seen great results I would say in terms of the decrease in response times since that command opened up.

So if we look at precinct average response times for all calls pre and post.

For the 105 Precinct, pre the 116 opening the average time was twenty one minutes and three seconds.

Post the average response time is eight minutes and thirty eight seconds.

If we look at the 113, same idea.

Pre, twenty minutes and forty eight seconds.

Post, sixteen minutes and nineteen seconds.

So we are pleased with what we are seeing in terms of the trends in response times.
