Council Member Justin Brannan asks about the Comptroller's statement regarding a $150 million shortfall for 3-K in the FY 2026 budget. Deputy Comptroller Krista Olson explains the reasoning behind this assessment.
- The Comptroller's office compared last year's spending on 3-K and Pre-K to current and next year's budgets
- They assume the city needs at least what was spent last year for these programs
- While significant funding was added, it was primarily for specific initiatives like special education Pre-K seats
- The city hasn't addressed the general under-budgeting issue for 3-K and Pre-K programs

I wanted to ask, in your testimony you mentioned that the city needs to add 150,000,000 for three k in the FY twenty six budget.
4:04:24
Can you elaborate on that?
Krista Olson
4:04:27
Yes.
4:04:28
We were comparing what the city spent last year for three ks and pre k compared to what they currently have budgeted for this year and next year.
4:04:38
And then the, so the shortfalls are as mentioned.
4:04:43
So we are assuming that the city needs at least what they spent last year.
4:04:47
They did add significant funding, but that was primarily to address like the special education pre K seats that they had funded for one year only.
4:04:58
They put in money to baseline those funds and some other initiatives like that.
4:05:03
But they haven't addressed kind of this general under budgeting issue that's Okay.
