Council Member Justin Brannan asks the Independent Budget Office (IBO) about the areas within the state budget that pose the biggest risks to New York City's budget.

  • IBO identifies childcare vouchers and foundation aid as significant risk areas.
  • Medicaid is highlighted as a major concern, particularly regarding the transition from indigent care pricing to directed payment.
  • The potential rejection of the indigent care pricing approval and its implications are discussed.
  • IBO notes concerns about the accelerated implementation of changes to the Medicaid waiver, which typically would allow states a longer timeframe to adjust.
