Commissioner Sharon Greenberger asks Vishaan Chakrabarti about the location of the estimated 1 billion square feet of 'trapped' Floor Area Ratio (FAR). Chakrabarti confirms it is distributed across the city and illustrates with a client example where existing density allowances couldn't be utilized due to use and bulk restrictions requiring ULURP.
- Trapped FAR exists throughout NYC.
- Use and bulk regulations, rather than lack of zoned density, often prevent utilization.
- Overcoming these restrictions currently requires a full ULURP process.

I just wanna follow-up on your 1,000,000,000 square feet of untapped or trapped FAR.

Yeah.
Sharon Greenberger
1:25:39
Same thing.
1:25:39
Untapped or trapped.
1:25:41
Where is that predominantly located?
Vishaan Chakrabarti
1:25:43
It's all over the city, Sharon.
1:25:44
It's all over the city.

I was working with a client not just not last week where they have the ability to deliver over 2,000 housing units on their site, and they can do that with the density that is mapped on their site, but they cannot get the use and bulk restrictions lifted without a full scale ULEURP to achieve those two thousand years.

Use in bulk.
1:26:06
It's not that it's already been used prior in in other way.
Vishaan Chakrabarti
1:26:11
It's use in bulk.
1:26:12
And the bulk restrictions are often, like, the most, like, deadening.
