Structuring a charter-mandated comprehensive planning process

Commissioner Diane Savino seeks clarification on how a charter amendment for comprehensive planning would be structured, questioning if it involves a new entity or assigning duties to existing agencies. Barika Williams suggests it could involve City Planning but would require broader responsibility, potentially through a cross-agency steering committee, aiming for an actionable and enforceable plan beyond just paper targets.
- The planning mandate could be vested in the Department of City Planning, but likely requires broader involvement.
- A steering committee with representatives from different issue areas could oversee target-setting and implementation.
- The goal is to create an enforceable requirement similar to other mandated plans in the charter, but with real teeth.

Thank you.
0:35:23
Thank you for your testimony.

Both you and Vicky Bean talked about the challenges of developing housing in the city Of New York and bureaucracy and all of the issues that get in the way from financing to the the calendar, etcetera.
0:35:34
But you said something specifically in your testimony that you're requesting that we amend the city charter to add a comprehensive plan.
0:35:41
So can you talk more about how that would change?
0:35:44
And are we are we suggesting creating a new entity under the charter that would be responsible for the comprehensive plan or assigning specific duties to, like, city planning or HPD?
0:35:54
What did you mean by that?
Barika Williams
0:35:55
I think we would we would talk with you all and and wanna talk with the agencies.

There's a version of this that could be vested in city planning, but it cannot be the purview and responsibility of city planning alone.

Mhmm.
Barika Williams
0:36:08
It's too broad for it to just be just sit with them, which is also why we proposed a steering committee that then would work across different issue areas Mhmm.
0:36:17
To help set those targets and goals.
0:36:19
But, yes, it would be similar to saying, right now we have, other required plans and metrics, that the city has to look to, in the charter and fulfill every year.
0:36:34
I think currently the, new fair housing plan that was passed by the city council is every five years, I believe, on a rolling basis.
0:36:43
So the framework for requiring the plan is there, but we're talking about expanding it beyond a plan on paper to something that is actionable and enforceable.
