Hector Robertson, a member of Brooklyn Community Board 9, argues that comprehensive planning must encompass broader issues like education, transit, and public safety, not just land use, and criticizes current development for often ignoring community needs. He strongly defends keeping the ULURP process to ensure communities retain a voice in shaping development appropriate for their neighborhoods.

  • Robertson emphasizes a holistic view of comprehensive planning.
  • He asserts that current luxury development often doesn't serve existing Crown Heights residents.
  • He believes ULURP is essential for community input and should not be weakened or bypassed.
  • He opposes shifting decision-making power away from the community level.

I think there's been a lot of talk about comprehensive planning in this meeting tonight.
2:38:29
But I think a lot of people, need to realize that comprehensive planning is more than just land use.
2:38:35
We have to start focusing on education, transportation, public health, and safety, sustainability.
2:38:42
Most of the buildings that are built, for example, in my community in Crown Heights are not taking these aspects into account.
2:38:49
There's a lot of luxury buildings where the population of Crown Heights is probably less than $65,000 a year.
2:38:58
And so when we take this this comprehensive planning and not take into account all these different aspects that goes into building a community, I think that would be absolutely shortsighted.
2:39:12
We do not wanna stifle the development of New York City.
2:39:15
That's not the goal.
2:39:16
And as I sit on the community board and I see exactly what's happening in the community and how developers come in into our community and don't take into account the community residents will and desires of what exactly they need for their communities.
2:39:31
And so when the city council and the borough president actually think that, having a comprehensive planning is gonna solve all the problems and cutting out the community, I just think I simply think that this is just not the way we should go.
2:39:45
I don't necessarily think that the commission really has a lot of say in in in exactly how we should actually handle developing in different communities.
2:39:54
But I think the EULA process should remain.
2:39:57
It gives communities, voice in exactly what they need to build in their communities, and it actually tells the developers exactly how they need to build in their communities.
2:40:08
And so absence of this is absolutely necessary for us to continue doing in our communities.
2:40:14
Thank you.
