Commissioner Anthony Richardson inquires about HPD's efforts to develop housing on city-owned property, particularly in areas with limited affordability.

HPD Commissioner Adolfo Carrión Jr. describes this as a key strategy, highlighting large-scale initiatives like the Manhattan plan, the Midtown South rezoning, and the development of specific sites like 100 Gold Street to create significant numbers of mixed-income units in amenity-rich neighborhoods.

Deputy Commissioner Lucy Joffe adds that targeting city-owned assets for housing is a core commitment of the 'Where We Live NYC' plan.

  • HPD is actively identifying and utilizing city-owned assets for housing development.
  • Major initiatives include plans for 100,000 units in Manhattan and the Midtown South rezoning to convert commercial space to housing.
  • Specific sites, like 100 Gold Street, are being targeted for large mixed-income developments (market-rate and affordable).
  • This strategy aims to increase housing supply in opportunity-rich but currently unaffordable areas.

Yes, Commissioner, thank you again for your testimony.

I understand that part of the HPDs or part of the production of housing comes from housing that is built on formerly city owned property.
0:22:11
I think what would be helpful as a follow-up to understand, the mapping of that, and I know that you all have done some great work on looking at not not even property that's under HPD's jurisdiction, but could be under other city agency jurisdictions.
0:22:27
Perhaps looking at what that looks like, and particularly if there are opportunities in those limited affordability areas, I think that'd be an interesting

part.
0:22:38
So that is probably the freshest stuff that we're doing, the freshest work we're doing.
0:22:48
In addition to the zoning code change, there are a number of initiatives where we are looking at assets that can generate significant housing in limited affordability areas, and some of them are in Manhattan.
0:23:13
So we've got the Manhattan plan for 100,000 units of housing over a fixed period of time, identifying every available site where it's possible.
0:23:27
Midtown South rezoning, which takes the Garment District essentially, and all of this sort of warehouse manufacturing commercial space and turns it into housing.
0:23:42
Tens of thousands of units of housing available will become available.
0:23:47
And then some major sites that will be offered for proposals for development, including my favorite, which is 100 Gold Street, which will be RFP ed, H and M's, which will be put up for proposals within days now, where almost 2,000 units of housing can can be created.
0:24:24
And it will be a mix of market rate and deeply affordable affordable to low income families.
0:24:32
And it's in a neighborhood that's rich with opportunity and amenities.
0:24:38
So we're very aggressively taking that approach.
0:24:42
I appreciate you bringing that up.
Lucy Joffe
0:24:44
I'll just add that is one of the 81 commitments we made and where we live.
0:24:49
And so this is our working part to follow-up on.
