The idea is it would be instead of the EULA process and strictly for a category of affordable housing projects, essentially, projects that are are going to be subject to a regulatory agreement owned by an HDFC, and can be targeted toward geographies where there has been an insufficient number of affordable housing units provided in order to to counterbalance that.
