Commissioner Anita Laremont asks Annie Levers how the proposed planning process would account for the city's dynamic nature and require updates.

Levers explains the citizens' assembly plan is envisioned as a one-time emergency measure.

This would lay the groundwork for a standard ten-year comprehensive planning cycle, with opportunities for amendments approximately every five years, following best practices.

Could I just ask you, regarding that, how would you account for the dynamic nature of the city and the diversity of the city in terms of having a plan that was done and then would need to be redone again?
1:46:25
What is your thought about how often this would have to be done?
1:46:29
Because that's one of the challenges that we have in the city is its dynamic nature.
Annie Levers
1:46:33
Yeah.
1:46:35
So the citizens citizens assembly plan, we are hoping would only need to happen once.
1:46:40
I think we all agree that we're in a housing emergency right now.
1:46:44
What that would do would lay the groundwork for a real ten year comprehensive planning cycle where, you know, best practices show that you should you should create a whole new plan every ten years that, you know, takes in account the context of what's gone on over the last ten years, what you predict to happen in the future ten years with opportunities for amendments about five years in.
