Commissioner Carl Weisbrod questions HPD Acting Commissioner Ahmed Tigani about the fast-tracking proposal for publicly financed affordable housing projects.

Tigani confirms that in cases going to the Board of Standards and Appeals (BSA), support and involvement from HPD would be required.

This ensures that the agency responsible for affordable housing would still play a key role in the process.

  • Weisbrod asks for clarification on whether HPD support would be mandatory for projects fast-tracked through the BSA.
  • Tigani confirms that HPD would work closely with the BSA and that its support would be a required part of the process for such projects.
Carl Weisbrod
0:54:48
Yes.
0:54:48
Commissioner, I have one factual question.
0:54:50
On our proposal number one, fast tracking, with, for publicly financed affordable housing projects going to the board of standards and appeals, In those cases, would HPD support be required in every one of those cases?
Ahmed Tigani
0:55:10
It would.
0:55:10
We would be providing we'd work closely with the BSA.
0:55:13
And in fact, we work closely with the BSA now, and we've had several examples of affordable housing
Carl Weisbrod
0:55:19
But
Shane Moynihan
0:55:19
outcome theory.
Ahmed Tigani
0:55:20
So be required.
0:55:22
It would be required.
0:55:23
To confirm this is the project we're moving forward
Carl Weisbrod
0:55:25
with.
0:55:25
Or
Ahmed Tigani
0:55:27
the or the state.
0:55:28
So HCR will also play can play a role in this.
Leila Bozorg
0:55:36
Thanks for your testimony.
0:55:38
I know you both have also worked in a borough president's office as well.
0:55:41
Can you, do you have any examples of, or talk a little bit about the challenges with the various Topo offices, and the proposal to kind of streamline, and centralize that process from HPD's perspective?
Ahmed Tigani
0:55:55
You know, I a specific example doesn't come to mind, but generally speaking, the poll letter that's required, that becomes part of a mapping change or even when going through all the steps that we're talking about in the EULAR process now.
0:56:08
Anything that we can do to create more consistency and direction and uniformity and streamline the process, especially when it's condensed within, an entity that may already be handling other parts of your process.
0:56:21
Saves money.
0:56:22
It allows people who are not as familiar, and, not having to go and buy or and and hire extra help to deal with the complexities of moving from office to office.
0:56:33
Paperwork is less likely, not to move as slowly, which, again, what we're talking about here is creating a process to build affordable housing, to build housing at a quicker pace, put that money back into the affordability of those units, put that money put that time back into delivering units faster for people who need that housing.
