Speaker 11
0:23:40
Thank you, Matt.
0:23:40

0:23:45

0:23:49
Thank you to the Thank you to the families in particular who turn that painting the purpose.
0:23:56
I wanna just also thank the advocates.
0:23:58
And my staff including Jeffrey Severe, Solomon Acevedo, Nick Smith, Elizabeth Guzman, Glenn Saffron, and the entire policy team, and the Bessel shot out to Veronica ABs and Rosie Mendez who really took this on their back for many years.
0:24:11
1, I just well, I also wanna just thank Doctor.
0:24:14
Tracy Keys, NYPD, former NYPD, Deputy Commissioner Zachary Carter, former counsel and lieutenant Edward Raven, who added their voice to support of Howling Stops Act recently.
0:24:24
This always weighs very, very heavily on me.
0:24:26
I think people don't realize how heavy that I try to make sure I'm striking the right balance I was concerned many, many times about the Community Safety Act and all the things that were being said then, and we were proven correct.
0:24:39
After many years, and I believe we will be proven correct again.
0:24:43
I do want to just in case folks haven't seen an example of of what we have been asking people to do.
0:24:50
Madame Speaker, you appear to be a black woman between the ages of 20 65, this is a level 1 stop.
0:24:58
From a 911 call, it did not raise to another level stop.
0:25:01
However, many seconds that took, that is the information we are asking, I assume, will be even quicker.
0:25:06
Once the drop down menus are there, and once people are used to it.
0:25:11
This does not have to be done at the moment of a stop.
0:25:14
Police officers do not have to stop what they're doing if it doesn't make sense to do so.
0:25:19
There's also the opportunity to do it at the end of the tour when they are already tagging videos.
0:25:24
Unfortunately, There's been so misinformation about paperwork and offices not being able to do their job.
0:25:30
There isn't much fear in the city, and there's much concern with police officers who are hearing they have to do so much additional work.
0:25:38
Finally, I think yesterday I started hearing administration say, and we'll begin to have a conversation about implementation, the conversation that many of us have been trying to do for such a long time, and I'm looking forward to that conversation because is information is needed and is necessary.
0:25:54
We also worked off the patrol guide to make sure we can put it in a way that is already the framework that exists when it comes to dealing with the last messages of solitary confinement and using isolation as a way to change behavior that has not been changing behavior and has been causing more harm.
0:26:14
We want to make sure that we are doing what's best for the safety of people on Rykers on both sides of those aisles.
0:26:21
We have lost 2 detainees already this year, and it is not even February.
0:26:27
We know the long standing effects of using isolation that is not working and causing harm.
0:26:33
We wanna make sure that that stops I also want to lift up the concerns I heard of correction officers who I know are also in the room, many of whom are working there with sell doors that don't lock.
0:26:45
Bathrooms are not working.
0:26:46
Black women who'll be sexually assaulted.
0:26:48
It is not a safe place for anyone to be right now.
0:26:52
This bill would not fix everything that goes on and right goes out and it is to address one concern that people have been talking about for many, many, many years that creates another housing unit that we can use to separate people and try to address the behavior.
0:27:09
It is well thought out.
0:27:10
I am also looking forward to the implementation of how we're going to do what we must do.
0:27:17
So thank you again to everyone.
0:27:19
I also wanna just give a shout out to Cuomo, Danny Drum, who works so hard on this, and I also wanna say recipes to Paul blah.
0:27:26
Thank you.

0:27:40
I think that is what you meant.
0:27:47
Thank you, public advocate.

0:27:48
