Council Member Abreu questions the Department of Transportation (DOT) regarding the enforcement of Council Member Feliz's bill.

The bill mandates app companies to supply workers with devices at no cost to them. DOT elaborates on its enforcement strategy, referencing precedent cases such as the Revel e-scooter safety plan, which involves safety actions, data sharing, and permits to ensure accountability and safety.

I have a question with respect to council member, Felisa's bill.
0:27:07
This bill is intended for app companies to provide workers with these apps with these devices.
0:27:13
I know expense to the worker.
0:27:15
My question is, this is something that would be enforced by DLT now.
0:27:19
Correct?
0:27:21
Under I guess my question is for DLT.
0:27:24
What what is what steps of any you have any concrete plans on how this bill would be enforced?
Speaker 3
0:27:31

0:27:32

Speaker 6
0:27:38
Thank you, council member.
0:27:39
I can point to a a couple previous examples that we've done in somewhat similar circumstances.
0:27:47
Back in 2021, then chair Rodriguez shepherded it through legislation, regulating the ebike, excuse me, the the shared e scooter industry.
0:28:01
Revel Lime was here for a while.
0:28:04
And the the form that that took is that we after a state of fatalities involving Revel.
0:28:11
We required Revel and other companies in that space to submit safety plans actions they were going to take to improve the safety of their operations.
0:28:22
And then we required them to provide robust data by which We could hold them accountable, and we also created a permit.
0:28:31
So their their ability to operate in New York City was contingent on them meeting commitments they made, which was verified by the data.
0:28:39
In addition, the city council has passed legislation directing DOT to create an e scooter share program It's now up and running quite successful in the in the East Bronx.
0:28:50
We we hope to be expanding that to to Queen's.
0:28:53
It's a slightly different system.
0:28:55
It's not a permit.
0:28:56
We did it through procurement, but we have a lot of the same measures in place.
0:29:02
The companies have to agree to commit to doing a certain list of actions in order to make sure that their systems are safe and that the sidewalk is well maintained.
0:29:11
There's robust data sharing, and that's how DOT keeps them I hope that answered your question council member.
Speaker 9
0:29:18
So you feel confident that you'd be able to comply with this bill.
0:29:21
Is that right?
Speaker 12
0:29:23

0:29:23
