Council Member Feliz questions the Workers' Justice Project about his bill mandating app companies to provide certified e-bikes for delivery workers. The discussion covers the organization's preference for a public-private partnership with the Department of Transportation (DOT) managing the program, imposing fines on companies for funding, and engaging community organizations in safety training to prioritize worker empowerment and protection.

1:54:47
So a few questions about my bill.
1:54:50
So my bill has a few parts.
1:54:52
And I'm just wondering, including a part that requires that the app company use provide safe and certified Ebike.
1:54:58
And I'm just wondering what do you think that system should look like?
1:55:03
And, of course, we're all brainstorming creating the system.
1:55:06
But who do you think would be best to run that system with agency and etcetera?
1:55:11
Just curious wanna see what you want.
Speaker 33
1:55:12
Yeah.
1:55:13
So we strongly believe that if there we strongly believe that the app should pay for it.
1:55:17
That app should be the companies who should be paying for the devices.
1:55:21
That workers are needed to to now transition into, which are devices that can cost anything between 500 to 2000 to $3000 depending on the type of devices.
1:55:33
What we are concerned is that these programs are run by the companies.
1:55:38
Which our concern is that every time a company runs programs like these, first of all, they they do it subject subjecting it to the to the terms of employment and working conditions, and that is the biggest concern.
1:55:50
And the other one is we know that more of these companies are becoming aggressive towards workers not only conditioning to the working conditions and employment of work, but they're using many of these mechanisms to undermine the protections that we have actually secure.
1:56:05
So we strongly wanna see, I think, this is a unique opportunity to maybe build a public private partnership where DOT actually has been building expertise in batteries.
1:56:16
I think will be amazing if DOT can run it.
1:56:18
And we can impose some fines on the company so we can create additional funding that comes from the companies that a program that could be run by the city.
1:56:26
And the same thing with safety trainings, We will love to be for the community organizations to be building this training and deploying training rather than doing it through the apps.
1:56:35
1, because we know the apps are not gonna do a great job about educating them workers because they don't really care.
1:56:39
And then one of them is about giving them power to condition the employment of work and the working conditions of workers.
1:56:46
And I think this is a unique opportunity to make sure workers are trained and is done with a community approach and with with the engagement of the city agencies who wanna make sure that this is done right.
Speaker 15
1:56:59
Okay.
1:57:00
So you'll prefer a city 1 program.
1:57:01
Yeah.
1:57:02
Okay.
1:57:02
That's helpful.
1:57:03
Alright.
1:57:03
Well, I'm, yeah, look forward to working together to finalize this bill and have the best bill possible.
