Council Member Julie Won inquires about the current numbers of certified Minority and Women-Owned Business Enterprises (MWBEs) and their contract-winning trends within the Mayor's Office of Contract Services (MOCS). A speaker addresses the challenges and trends, including an upward movement in the percentage of MWBEs winning contracts, from 14.3% two years ago to 15.67% in the last fiscal year. Despite the positive shift, concerns about MWBE certification delays and inter-agency coordination for verification remain unresolved.

How many MWAEs do you currently have in mocks that are certified?
Speaker 6
0:40:11
So I think there are over 10,000 certified MWAEs.
0:40:15
I was gonna say, I perhaps it would be helpful, chair 1, turning to something that you raised yet or and I believe chair chairperson's power is raised as well, the percentage of m w b's who actually win a contract.
0:40:24
So you're right.
0:40:24
That's something that we look at a lot.
0:40:25
We have a lot of MWDPEs in the program, over 10,000 certified, and, of course, we don't do 10,000 large contracts a year far from it.
0:40:32
So we look at that trend in going up this year or last year and fiscal year 23 is 15.67 percent of MWDEs are winning a contract.
0:40:41
So what we're talking about about 10,000 in the SBS list They're all going in terms of them competing.
0:40:46
It's still a small portion.
0:40:47
Now that has a lot of reasons why.
0:40:48
But just 2 years ago, it was 14.3%.
0:40:51
We're seeing a distinct trend upwards in terms of the proportion of SBS certified contractors who are able to effectively compete in the program.
0:40:59
So I think that's something that we are more.
0:41:01
However, in terms of the idea of how long it takes for someone to actually be certified, that, again, I would say, is is not something that that we capture in support.
0:41:11
I'd be happy to connect with my colleagues at SBS and and get back to
Speaker 8
0:41:14
you with with that.
Speaker 4
0:41:14
And we'll
Speaker 2
0:41:15
follow-up.
0:41:15
And the chief diversity officer, you are going to say something?
Speaker 5
0:41:20
I was I was gonna just expand on Charles' answer with respect to the number of firms.
0:41:25
I mean, first of all, the city's process has always been a lot quicker than the stage process.
Speaker 2
0:41:31
But you're unaware of the average number of days.
Speaker 5
0:41:33
Right.
0:41:33
No.
0:41:33
That's an SBS question, and we and we'll be sure to follow-up.
0:41:37
With getting you the those those metrics.
Speaker 2
0:41:42
So there's no coordination amongst the agencies with SBS for MWDS or verification?
Speaker 6
0:41:47
There certainly is chair 1.
0:41:48
Again, this is their process that they manage.
0:41:50
They they were not invited today.
0:41:52
I don't have their data points in front of me.
0:41:55
Happy to get them.
0:41:55
But, again, it's an SBS managed process.
0:41:57
It does, of course, matter, and it's important.
0:42:00
But, again, it's it is their specific data point than the process that they manage.
0:42:03
So we do not have front of us today now.
Speaker 2
0:42:05
Okay.
0:42:06
So we'll be following up.
Speaker 5
0:42:08
Right.
