Carolina Salgado discusses the challenges of traffic mitigation in Red Hook, pointing out the ineffective usage of NYPD for traffic direction and the lack of initiative from the EDC in managing the impacts of cruise ship operations. She critiques the misrepresentation of efforts to address navigation issues and the absence of a fair economic share for the community, highlighting the need for substantial changes in EDC's approach and community fund management.

I want to say something.
2:39:01
That was great.
2:39:02
Thank you very much for mentioning Board's Intermedable Water Stories, but right all the way around.
2:39:06
In terms of the traffic mitigation, for example, I'm not alone, Kiki, talked about this a lot of other people who I don't think the NYPD should be used.
2:39:14
1 are we using taxpayer dollars to facilitate the EDC and cruise ship companies, you know, making money here?
2:39:22
They should be paying for traffic people, but also as someone pointed out, the NYPD officers, if they're not from Radhoc, and Radhoc is admittedly physically eccentric, You've got all sorts of one way streets and t bone junctions and everything else.
2:39:35
You know, there need to be people who are really dedicated to this project.
2:39:38
Ports America has actually done a great job.
2:39:40
I think they were the ones that got a bunch of people on-site and and did some things, but the EDC did nothing about this.
2:39:45
And so here's another misrepresentation.
2:39:47
And this one I think was Andrew Gannon who said Yeah.
2:39:50
We're notifying the apps and everything else.
2:39:53
Portside.
2:39:54
Little Portside was the one who was struggling with Google Maps when they just suddenly started there was no longer pedestrian entrance on Pioneer Street.
2:40:01
So all the ferry passengers were being routed, you know, way around.
2:40:04
I was doing that during the depths of the pandemic.
2:40:07
The EDC was not doing this at all.
2:40:08
I mean, Carly from the Riddick Business Alliance was saying, you know, you should do, like, the port authority does with the airports.
2:40:14
And communicate how to get to the terminal.
2:40:16
And I mentioned this.
2:40:17
It seems like a small detail probably.
2:40:18
It seems but no.
2:40:20
It's huge because the facility has fences all around and the apps don't know that those street ends don't go right into it.
2:40:25
So what happens when you introduce 400 to 600 inbound cars, an hour for 3 hours at peak.
2:40:32
That's just the inbound, by the way.
2:40:33
Then the exiting ones.
2:40:35
And if they don't know where they're going, they start circling around at all these dead ends in the fence, and it's just like it's a vortex of dysfunctional craziness.
2:40:42
And the EDC hadn't addressed that at all.
2:40:45
And so that's just one example.
2:40:46
And these things all snowball.
2:40:49
So you have as he said, all of us not paid to do this, doing work that the EDC should be doing proactively.
2:40:57
And then we don't have oh, yeah.
2:40:58
And they're gonna do a head poll you know, tax on past centers and then they're gonna run a community fund.
2:41:04
You people are making money.
2:41:05
It's totally extracted to not be sharing that money with us.
2:41:08
They need to disclose how much money there is, and this all needs to be handled differently.
2:41:11
And why should taxpayers pay for NYPD to do traffic directing for cruise passengers?
2:41:16
That's not right.
Speaker 1
2:41:20
Thank you, folks, so much for your responses and your testimony.
2:41:23
