Nina Kubota explains that fluctuating enrollment and uncertainties about future real estate availability prevent specifying new school locations in the 2025-2029 capital plan.
- Enrollment numbers fluctuate over time, causing uncertainties in where new schools are needed.
- The availability of suitable real estate for new schools is unknown.
- The NYC School Construction Authority is refining data to make informed decisions on school locations.
- Recommendations on school locations will be clarified as data is further analyzed and strategies developed.

Nina, how come some of the capital plan in the 2025, 2029 does not include where these schools are gonna be built.
1:53:00
Can you tell me as to why that didn't happen?
Nina Kubota
1:53:04
So I think because of the timing.
1:53:08
Right?
1:53:09
I mean, if you think about over time, Our enrollment has fluctuated.
1:53:15
And where are we building these seats?
1:53:17
We don't know.
1:53:18
We don't know exactly what locations as I mentioned earlier, if there's a need to build a school next to a currently overutilized or projected overutilized high school is their space.
1:53:35
Is there available real estate?
1:53:37
We don't know that.
1:53:38
So I think while we further refine the data is when we'll see those recommendations come out.
1:53:47
I mentioned the 4 different strategies.
1:53:48
We're not going to put in the sort of capacity section of the plan.
1:53:52
We're going to do one room conversion at PS123.
1:53:57
So I think it's really a question of timing of all the different strategies, all the different data, and what the full recommendations and how they'll be implemented where we can actually say in XYZ area we'll be able to build.
