Chris Mann, Assistant Vice President of Policy and Advocacy at WIN NYC, testifies on the harmful effects of the 30-60 day rule policies on families experiencing homelessness, particularly on children.

  • WIN NYC is the largest shelter provider for homeless families in New York and nationwide, serving around 7,000 people nightly, including over 3,600 children.
  • Mann criticizes Mayor Adams' policies for undermining the right to shelter, which has led to forced evictions of thousands of homeless New Yorkers and migrants.
  • He underscores the importance of protecting the right to shelter, citing that 80% of New Yorkers support this right.
  • Mann advocates for legislation to ban the 30-60 day rules and emphasizes housing as the essential solution to homelessness.

Good afternoon.
2:49:05
Thank you, deputy speaker, for having this really important hearing today.
2:49:10
My name is Chris Mann.
2:49:11
I'm the assistant vice president of policy and advocacy at Wynn.
2:49:15
We're the largest provider of shelter for families experiencing homelessness in New York and also the nation.
2:49:21
We serve around 7000 people every night, including more than 36100 children.
2:49:28
And through through all of this, I I always try to remind people that 75% of the the new arrivals that are coming are families with children.
2:49:37
So these 30 60 day rule of policies are having a direct impact, not just on single adults, which is egregious, but particularly on children.
2:49:49
Winds proud to provide shelter for families in need, helping to satisfy the city's rights shelter since its inception 4 decades ago.
2:49:57
The right to shelter has prevented nearly a million people from having to sleep on the streets.
2:50:03
We know that our right to shelter sets us apart from other cities and we should be proud of that.
2:50:08
We should be protecting that.
2:50:11
And we also know it's popular in a in a poll commissioned by Wynn and the New York immigration commission coalition, we found that 80% of New Yorkers support the right to shelter.
2:50:23
So it's it's not just humane, but it's also supported by a very large majority of New Yorkers.
2:50:31
Unfortunately, mayor Adams eroded the right to shelter by implementing the 30 60 day policies.
2:50:37
Because of these forceful evictions, 1000 of homeless New Yorkers and migrants have been evicted from shelter and forced onto the streets.
2:50:46
We know what these policies do They ripped children out of their schools.
2:50:50
They disconnect families from the support networks that they built, and they forced people onto the streets.
2:50:56
All during the the coldest months of the year.
2:50:59
Right now, there are over 4000 people waiting for a shelter placement and more than a thousand people on the street as a result of these policies.
2:51:08
We're proud to support council member, Henif's legislation, intro 210, that would ban the 30 60 day rules.
2:51:16
And I'll end by saying, the only answer to mitigating homelessness is housing.
2:51:21
We need to implement the city thefts.
2:51:23
Expansion that you all passed this summer, get faith based shelter, beds online, make sure that people have legal ability to work.
2:51:32
So that they can really thrive here.
2:51:34
Thank you.
