The Department of Social Services cannot determine the number of families impacted by changes in eligibility criteria due to various valid reasons for holding an eligibility determination.

  • The Department of Social Services does not have a clear record to determine the number of affected families.
  • Eligibility determinations may be put on hold for valid reasons, such as awaiting necessary information from families.
  • Holding an eligibility determination is to prevent families from restarting the process if they can provide necessary information soon.
  • The Department lacks the capability to retroactively separate cases based on the reasons for holding eligibility determinations.

There are a number of reasons why somebody's eligibility determination could be put on hold, some of which are many of which are are very valid.

1:34:35
If a family is is getting the last piece of information that we need, we don't wanna find them ineligible.
1:34:42
If we know they might have it in a couple of days, we will hold their determination so that they don't have to start over from scratch.
1:34:49
That's actually a very valid reason for putting a hold on an eligibility determination, and I can't retroactively separate the you.
