Commissioner Park indicates that the investigation revealed the day of eligibility determination was altered to maintain a consistent eligibility rate, but all eligible individuals were sheltered.
- Families applying for shelter are placed in a conditional unit during the eligibility investigation.
- Eligibility date determinations were altered by a few days to keep the eligibility rate relatively flat.
- There was no denial of shelter access; the change affected only the day the eligibility determination was made.
- The alteration did not impact the overall number of people found eligible for shelter.

Regarding the the investigation, is there any data on the true eligibility rate that was saved anywhere?
1:15:35
And if so, has an analysis been done to understand how much the rate was altered.

Thank you, Council member.
1:15:45
Let me take a answer that question by starting with taking a step and talking a little bit about what happened.
1:15:53
Families with children, as after they apply, as path are placed in a conditional placement.
1:15:59
Right?
1:15:59
So from the moment that you apply it path while the eligibility investigation is ongoing, families are in shelters.
1:16:06
Those conditional placements aren't specialized sites or anything like that.
1:16:09
It is a shelter unit, like any other shelter unit.
1:16:14
While what happened was that in order to keep a relatively flat eligibility rate, the date of determination was altered.
1:16:26
It appears by a few days.
1:16:29
We can't necessarily go and we create it on it for any given day.
1:16:34
But, you know, if if I might have been found eligible on a Monday, I was instead found eligible on a Wednesday.
1:16:40
I wanna make it very clear.
1:16:43
Absolutely, everybody who was fat who should have been found eligible was found eligible.
1:16:48
And while those eligibility determinations were underway, people were in shelter.
1:16:54
So there was no question of people being inappropriately denied access to shelter.
1:17:00
It was a question on what day that eligibility determination was made in order to keep a relatively flat eligibility rate.
1:17:09
So, overall, exactly the same number of people were found eligible for shelter, what changed was the day to day rate?
