Good morning, and welcome to FY 25 preliminary budget the office of technology and innovation, OTI, previously known as the Department of Information And Technology And Telecommunications Or Do It I'm Jennifer Gutierrez, Chair of the Committee on Technology.

OTI's fiscal 2025 preliminary budget totals $775,200,000 which includes 161,500,000 in personnel services funding to support 1504 full time positions.

The budget also includes nearly 640,000,000 in other than personnel services, of which close to 280,000,000 is allocated to contractual services, the majority of which is allocated for data processing equipment contracts.

And the preliminary plan OTI's fiscal 20 25 budget is 8,400,000 less than its fiscal 2024 adopted budget.

The slight decrease of 1% is mainly driven by a reduction in technology services.

Additionally, in the preliminary plan, OTI's budget introduces significant funding in fiscal 2025 for the big Apple Connect public safety IT services, and the build out of a technology platform to support the administration's effort on the asylum seekers crisis.

At today's hearing, we will we will examine many components of the agency's budget, excuse me, and new projects to ensure that New Yorkers and city agencies receive the service they deserve.

We would like to focus on a number of topics, including funding changes included in the preliminary plan, costs and services associated with the care of asylum seekers, the spending on the agency's capital projects, In addition, we will review the agency's headcount to ensure that the hiring freeze has not impacted operations, and we'll hear from OTI on the updates status of the big Apple Connect and my city portal.

And finally, we are looking to better understand how our city is preparing safely to embrace the world of artificial intelligence.
