Council Member Gutiérrez questions the Office of Technology and Innovation's (OTI) commitment to digital literacy and seeks advice on expectations and benchmarks for success.

  • OTI has shifted its stance from disowning to embracing responsibility for digital literacy.
  • Gutiérrez looks for ways to measure OTI's success in digital literacy initiatives.
  • Greg Morris, CEO of the NY City Employment and Training Coalition, questions if OTI is adequately equipped for this role given workforce shortages.
  • Morris emphasizes the necessity of investment for the establishment of efficient digital literacy pathways.

But on the the workforce piece, on the digital literacy piece, this is the first time the commissioner said, ODI is now invested in digital all literacy.
2:08:07
What do you think knowing kind of the trajectory of what the position was 2 years ago where it's like, we're not in charge of digital literacy to now saying, like, we get it and we're invested now.
2:08:17
What do you think are some of the what should we be call on them for what are some of the benchmarks that we should say this equals success?
Greg Morris
2:08:26
I was interested in hearing that as well, and that was They
Jennifer Gutiérrez
2:08:28
don't have it today.
2:08:29
Yeah.
Alex Stein
2:08:29
Yeah.
2:08:29
I was
Jennifer Gutiérrez
2:08:29
So you're the expert.
Greg Morris
2:08:30
I was struck by that.
2:08:32
I think my my first reaction in in hearing that was, is this particular unit equipped to be able to connect New Yorkers in this particular way.
2:08:43
And the history I would think here is that folks taking on new pathways with you know, shortages in municipal workforce anyway, leads me to believe that perhaps the investment of time, resource, and otherwise may not necessarily be in place.
2:08:58
To be able to ensure that those pathways are being created.
2:09:01
Again, I heard reference to we're building something, we're trying to make something happen, we're engaging community representatives related to different agencies to make this a possibility.
2:09:10
But again, the investment counts.
2:09:12
And unless there's an investment, unless it's part of the budget, I don't think it's gonna happen.
