  • Tepelus represents over 300 small businesses in a 21-block commercial corridor in the East Bronx, supporting the initiative for economic opportunity.
  • She commends the Department of City Planning for its effort to revise New York City's zoning rules, linking it with entrepreneurship and housing opportunities.
  • Two main concerns are highlighted: the need for robust enforcement of laws to prevent issues like illegal smoke shops and the necessity for coordination among city agencies to address infrastructure challenges.
  • The testimony emphasizes the impact of the City of Yes initiative on fostering a competitive economy while addressing specific issues facing the East Bronx, especially in light of metro north expansion.

My name is Camilla Tapelos, and I'm testifying as executive director of the Moores Park Business Improvement District in the East Bronx District Council 13.
5:58:46
Covering 21 blocks of a commercial corridor of over 300 small businesses in support of the city of Yes Four Economic Opportunity.
5:58:54
No change since before the invention of the modern computer, New York City zoning rules called for a long overdue and significant revision.
5:59:02
We commend DCP for undertaking this considerable effort to help our city stay competitive, a welcoming capital of the world for entrepreneurship an opportunity.
5:59:11
We particularly commend DCP for their comprehensive framing of this initiative in a bigger cortex along with the two hundred pieces CDS for cardholder neutrality and for housing opportunity.
5:59:21
While we support the initiative from the point of view of East Bronx, we would like to bring to DCP to concerns that relates to specifically to our context, which is a parallel resuming process taking place in relation to the transformative East Bronx, metronol, the expansion that will lead to 4 new metronor stations being opened and significant developments taking place over the forthcoming years along the metronor tracks.
5:59:44
Issu number 1 enforcement of existing laws and regulations.
5:59:47
The city is being challenged as it is to enforce compliance with regulation regulations, and we urge DCP to continue its efforts to ensure that all related agency, DOB, DPOT, will have the resources at internal CDP enforce the provisions of the proposed initiative.
6:00:03
We saw the devastating effects of well intended new legislation that lacks robust enforcement in the proliferation of the ubiquitous illegal smoke shops that currently plagued the city with the state of New York, currently scrambling to pass remediation, legislation, and enforcement processes.
6:00:21
Issue number 2, coordination among city agencies.
6:00:24
This proposal will impose infrastructure challenges to DP, DOT, and many other agencies that will need to coordinate efforts and allocate additional resources to respond to new needs in areas of higher density.
6:00:38
We currently face significant challenges.
