- Highlighted the program's success in stopping idling of vegetable delivery trucks in their area

Alright.
3:17:14
Good afternoon.
3:17:14
I'd like to thank Juan Fung Wu, and I'd like to thank Camilla for this opportunity to to improve the nation's only program that effectively targets idling.
3:17:25
I'm a small business owner.
3:17:27
I help with secretary of work, and I'm being a participant in the past 2 years for this program.
3:17:34
In my neighborhood, previously, every morning at 7 AM, a fleet of vegetable delivery trucks will idle their engines.
3:17:43
But because of my reporting and this program, they've all stopped.
3:17:49
So this program is effective.
3:17:52
I'm afraid that 941 will claw back the good progress we've made.
3:17:57
I'll talk about 22 things.
3:18:00
The anti Ailing device provision creates a big loophole.
3:18:05
So even if every truck were to have this device installed, there'll be a class of drivers that will just turn the engine back on.
3:18:13
Either because they dislike being told or what to do or it's just ingrained in their habits.
3:18:19
Now because of the shutoff happens right before 3 minutes, they don't get a ticket.
3:18:25
They're immune and their companies don't care because they're not receiving tickets.
3:18:30
I think this should be patched up.
3:18:32
The second thing is 5 day limit is really short.
3:18:38
The commissioner mentioned they hold their own staff a countable to 9 or 5 days, but that's their full time job.
3:18:45
A lot of us participants were doing this on top of our full jobs.
3:18:50
And life gets complicated.
3:18:52
Reporting this is complicated.
3:18:55
So I think that will really impede participation.
3:19:00
And thank you so much for your time.
