Council Member Chris Banks inquires about evictions and management practices in RAD/PACT properties. Alex MacDougall from the Legal Aid Society responds, highlighting concerns about aggressive eviction practices and issues arising from the transition to private management.
- Legal Aid Society is receiving numerous calls from RAD/PACT tenants facing eviction proceedings
- Boulevard Houses (a RAD/PACT property) has recently initiated a large number of eviction proceedings
- There are new challenges in RAD/PACT properties that didn't exist under NYCHA management, including disconnects between landlords and NYCHA as the subsidy administrator

So how many tenants do you do have you dealt with?

How many of those tenants you have that are facing evictions?

Well, so we get we get lots and lots and lots of calls all day.

And I would say a good portion, especially recently, have been from pack tenants who are facing issues with arrears, as you you pointed out, Boulevard.

Boulevard, the packed landlord there, has recently commenced a a large number of eviction proceedings.

So we have attorneys at legal aids society who are representing clients in those proceedings, and then we also get calls on our helpline.

Do you find those particular management companies to be much more aggressive?

I would say that there are a lot of issues that didn't exist in public housing when the landlord was Nietcha and, you know, that the subsidies administered by Nietcha.

Here, you know, there is sometimes a disconnect between the landlord and NYCHA as the administrator of the subsidy.

And so I think there's a lot of problems that stem from that, and that needs to be improved dramatically.
