This chapter explores NYCHA's role in assisting tenants in PACT (Permanent Affordability Commitment Together) developments and how the agency monitors its partners. Gillian Connell from the Real Estate Development Department explains the processes and oversight measures.

  • Support in PACT developments is similar to Section 9 properties
  • PACT partners and on-site social services providers assist tenants with arrears
  • Partners connect residents with resources like HRA one-shot deals and repayment plans
  • NYCHA monitors partners closely, requiring monthly reports on outreach efforts
  • A dedicated NYCHA team reviews reports and outreach data
  • NYCHA has an outreach team that regularly meets with resident leadership in PACT developments

And what role does nitrile play when it comes to assistant tenants, when it comes to the pack developments?
0:23:52
What's your role with that?
Gillian Connell
0:23:55
Sure.
0:23:56
So Julian Connell and the real estate development department.
0:23:58
So when it when it comes to packed, the support that's offered is very similar to the support that Eva was describing on the section 9.
0:24:05
Sign.
0:24:06
So when tenants fall into arrears, the packed partners, along with their on-site social services providers, so that's organizations like bedside restoration, Macassia, and others who've built relationships with residents and can have those sensitive conversations are able to connect them with resources like HRA 1 shot deals, help them facilitate things like repayment plans and really understand the reason that they're in arrears to help get them the support they need to stay in compliance.
Chris Banks
0:24:36
So who who's hiring?
0:24:37
I know in the a lot of the pack developments.
0:24:40
Some of them, I know in my district, who who who who selects the CBO to assist with these type of services?
Gillian Connell
0:24:50
Yeah.
0:24:50
So the the organizations are part of the
Chris Banks
0:24:53
Is that left up to the developer?
UNKNOWN
0:24:55
Or
Gillian Connell
0:24:55
So it's part of the team that comes in when with the original pack partner.
0:25:00
So when they're originally selected, they're they're part of the team then.
Chris Banks
0:25:03
And the funding for that particular CBO is it it it comes from the back
Gillian Connell
0:25:08
Through the partner.
Chris Banks
0:25:09
Comes from okay.
Teresa Scott
0:25:10
Yep.
Chris Banks
0:25:15
How do you verify whether PAC partners are assisting the tenants?
0:25:19
What's what's done to the track?
Gillian Connell
0:25:22
Yeah.
0:25:22
Thanks for that question.
0:25:23
So a couple of different things.
0:25:25
We actually monitor that very closely.
0:25:27
Our partners are required to report to us on a monthly basis.
0:25:31
All of the different outreach that they have to residents who are in arrears or have another
Chris Banks
0:25:36
You said you bonded to that very closely?
Gillian Connell
0:25:38
We do.
0:25:39
We monitor it very closely.
0:25:40
We collect information ever.
Chris Banks
0:25:41
Can you tell me Linden House is how many tenants or residents you've assisted?
Gillian Connell
0:25:47
Let's see at Linden Houses, I don't have the information specifically about pre eviction outreach.
Chris Banks
0:25:52
No.
0:25:52
I would appreciate that.
Gillian Connell
0:25:53
We can follow-up with that information.
0:25:56
Yep.
Chris Banks
0:25:57
Do you have any dedicated staff, frankly, to check that on attendance at at the packwise developments?
0:26:04
Is there consistent?
0:26:05
Because you say you monitor really close.
0:26:07
So all these nitrile employees that are going into the developments, working with the the the the the new organizations or new groups to to to assist on monitor what's being done.
Gillian Connell
0:26:22
Yeah.
0:26:22
So we have a team within NICE that's monitoring the reports that partners send and and the outreach that they're doing specifically regarding arrears.
0:26:32
We also have within NICE a specific outreach team that's on the ground and is regularly meeting with resident leadership to discuss issues.
