Winning this war doesn't mean a complete eradication of the other side, however.

Instead, we need to learn how to manage the rat population and get it down to reasonable level and employ alternative pest management strategies so New Yorkers can have more peace of mind as they're about as they're out and about in the city.

I wanna thank the lights out coalition and the advocates that have worked extensively with us on this bill in memory of Flaco our friend on the Upper West Side whose life outside of captivity was cut short after ingesting a poisoned rat.
