Council Member Sanchez inquires about the notification requirements in Intro 925 and the feasibility of proposed timelines for addressing hazardous radiators. HPD and DOB representatives discuss potential implementation strategies and challenges.

  • HPD suggests using a common area posting system similar to gas leak notifications
  • The feasibility of the 24-hour and 7-day timeline for addressing hazardous radiators is questioned
  • DOB notes that the feasibility depends on the nature of the defects and whether permits are required
  • Obtaining licensed plumbers during heating season is identified as a potential challenge
  • Various professionals who could potentially perform radiator work are mentioned, including oil burner equipment installers and stationary engineers

Seems like we don't yeah.
0:39:59
We're we're pretty lax in the thinking about radiators in the city.
0:40:06
Intro 925 requires that owners have covered multiple dwellings notify tenants of the owner's obligation to inspect steam radiators and dwelling units where a child under the age of 6 resides, how would how would HPD enforce such a requirement?

Thank you, council member.
0:40:21
I think that this is exactly where one

of

our alternative thoughts about how to educate would be helpful.
0:40:29
So for, again, kind of looking at an existing process for gas leaks, property owners are required to post a notice in a common area that provides the tenant with information on how to respond, what to do if they suspect a gas leak, and that is enforceable by HPD because we can check for the posting.
0:40:52
It's a very easy and public way in a public area that we know that requirement has been met.
0:40:59
And I think that that may be a better way for the tenants and for us to ensure that that information is provided.
Pierina Ana Sanchez
0:41:12
Okay.
0:41:13
If an if an inspection were to determine that a steam radiator is likely to be hazardous to life or safety, the owners under this bill would need to take the steam radiator out of service within 24 hours and repair or replace it within 7 days of inspection.
0:41:28
Is this feasible?
AnnMarie Santiago
0:41:31
I would defer to my DOB colleagues.
Constadino 'Gus' Sirakis
0:41:38
I think it's gonna depend on the nature of the the defects that are identified if work permits are necessary to to make the repairs.
0:41:48
So it's it's kind of a a guessing game from that standpoint, but obtaining a licensed plumber during heating season can be a challenge as well from that standpoint, Theragun.
Tarek Khalil
0:41:59
Yeah.
0:42:00
I mean, I I think, as I was said, also in terms of folks who can also do this kind of work, you have folks who do, for example, boiler inspections, questions.
0:42:11
Right?
0:42:12
Oil burner equipment installers.
0:42:14
These folks can also help out with solutions.
0:42:15
Sorry.
Pierina Ana Sanchez
0:42:16
Can you get a little closer to the mic?
0:42:17
Yeah.
Tarek Khalil
0:42:18
Sure.
0:42:18
Oil burner equipment oil burning and equipment installers.
0:42:21
Very long name, but those are folks who can also do this kind of work.
0:42:30
You also have stationary engineers as well.
