Council Member Riley provides guidelines for testimony and explains how the panels of speakers will be organized. He outlines the process for preparing to testify and the rules for conduct during the hearing.

  • Speakers will be called in panels of 6
  • The next panel to testify will be announced in advance for preparation
  • In-person panelists should move to reserved seats at the front when their panel is announced
  • Panelists should return to their initial seats after testifying
