Olivia Killingsworth, a homeowner from Kensington, South Brooklyn, strongly supports passing the City of Yes proposal in its entirety. She emphasizes the need for transit-oriented development and the removal of parking minimums in her area.
- Uses a humorous analogy comparing parking minimums to a hypothetical "two-cat minimum" law to illustrate the absurdity of mandatory parking requirements
- Argues that removing parking minimums would allow for more sensible development
- References Auckland, New Zealand as an example where upzoning led to increased social housing

Hi.
8:19:03
Good evening.
8:19:06
Thank you for having me.
8:19:07
My name is Olivia Killingsworth, and I am a resident of Kensington in South Brooklyn, where I am a homeowner and a childless cat lady.
8:19:17
And I wanna say I don't often agree with Eric Adams, but this is a broken clock situation right twice a day.
8:19:29
He's right now.
8:19:32
And I wanna say that I urged the council to pass city of yes in its entirety.
8:19:39
Specifically, in South Brooklyn, we really need transit oriented development, town centers owning, And I wanna talk specifically about parking minimums because there seems to be a lot of confusion about that.
8:19:54
So here's how parking minimums work.
8:19:57
Let's pretend that there was a law right now requiring a 2 cat minimum for every household.
8:20:06
2 cats.
8:20:07
Everybody has to have 2 cats.
8:20:10
Okay?
8:20:11
Yeah.
8:20:11
I would be in the clear.
8:20:12
I already have 2.
8:20:14
They're jerks.
8:20:15
Curtis Leila would be in the clear, he has 17.
8:20:19
Right?
8:20:20
But those of you who have 0 or 1, your SOL, you gotta get more.
8:20:25
Do you have allergies?
8:20:26
Forget it.
8:20:26
Sorry.
8:20:27
Right?
8:20:27
This doesn't make any sense.
8:20:29
If the mayor came to you and said, we're gonna pass 2 cat minimum, you would rightly block him.
8:20:35
Right?
8:20:35
But that's the status quo now with parking minimums.
8:20:39
We're requiring parking where it doesn't make sense.
8:20:42
We're requiring cats where it doesn't make sense.
8:20:45
So that's my silly way of trying to wake you all up.
8:20:50
And argue that we do not need parking minimums And the last thing I'll say is in Auckland, New Zealand, when they upzoned, it also ended up resulting in more social housing.
8:21:04
So when we do this, we can build more social housing.
8:21:07
Thanks.
