Thank you so much for inviting me here today, chairperson's nurses and show and the members of the committee on hospitals and the committee on health.

I'm an executive director of state and local public health initiatives at the Q And A Graduate school of public health and health policy.

And I agree with many of the points that have already been made today.

I think it is really important that we focus on the needs of black and brown and underserved communities and that we address long standing gaps in care and inequities, and that we need to support our safety net hospitals.

I was going to begin by talking about the data analysis that we were asked to do by Senator Krueger's office this summer, which I believe you already have a copy of.

A lot of the data's already been discussed.

It's late in the day, so I'm gonna skip to sort of my thoughts on the overall process.

And you can see the data in our written testimony that we'll submit in the next 2 days.

I wanted to say that I think as we talk about this, we need to adjust our framework.

Because there are many services now that hospitals provide that people are getting outside of the building in what that we typically think of as a hospital, and there are many things that we are now asking cost to do, like social needs assessments, that they didn't use to do.

At the same time, there are many reasons why people go to a hospital and why they choose which hospital to go do.

Including reputation and cultural humility.

And there are and those may not always be in their neighborhood.

Therefore, I think we need to be asking new questions.

There's a lot of comparisons between communities about the halves, the have nots, that there is no gold standard.

And it is very important if we look at having continuums of care within all of our neighborhoods and looking at what neighborhoods need, and I support the regional planning.
