Council Member Abreu and Commissioner Tisch discuss the responsibilities for maintaining cleanliness around the stationary on-street containers in the Manhattan Community Board 9 pilot program. Tisch clarifies the roles of property owners and the contracted company, Contour.

  • Property owners are responsible for keeping the area around the bin clean and litter-free
  • Contour will provide deep cleaning services for the bins themselves
  • DSNY will implement a warning period before issuing citations for non-compliance
  • The goal is to drive compliance rather than be punitive

The proposed rules indicate that the stationary on street containers and the area of the roadway extend in 1 and 1 half feet beyond.
1:01:23
Each side of the container must be kept clean while maintained and clear of trash, debris, graffiti, vermin, food scraps, and unsanitary conditions.
1:01:30
Who will be responsible for maintaining this level of cleanliness?
Jessica Tisch
1:01:33
The property owner, much like they're responsible the the bin will be assigned to the specific building and will only be able to be accessed by the building staff.
1:01:43
It's gonna be a huge win for supers, by the way, because and buildings, they're not gonna have to store the trash inside in a trash room.
1:01:50
They can put it out at any time of the day they want, and they can use that bin for for their trash storage.
1:01:57
But today, property owners have the responsibility to clean keep clean the sidewalk and 18 inches into the street.
1:02:06
That cleanliness requirement, will be extended to, include the area around the bin.
Shaun Abreu
1:02:15
And so you so you so contour will not be required to maintain the bins?
Jessica Tisch
1:02:20
Oh, I I'm so sorry.
1:02:22
I thought you meant, like, keeping it clean.
1:02:24
Contour the the property owner will be responsible for keeping the area around the bin clean, the ground around the area clean and litter free.
1:02:34
Will be providing deep cleaning services for the bins themselves because they are trash bins, and they will need to be cleaned regularly.
1:02:45
And that is part of that contour contract that I was discussing with chair 1.
1:02:51
That is part of the Okay.
1:02:53
The cost, as well as provide, you know, general maintenance if a part breaks, if the bin gets damaged.
Shaun Abreu
1:02:59
But the cleanliness around the bin, that's the property owner.
Jessica Tisch
1:03:01
Correct.
Shaun Abreu
1:03:02
And will they be cited for failure to maintain this level of cleanliness?
Jessica Tisch
1:03:08
After a warning period, I'm sure.
1:03:10
But, again, with all of these, rule changes, we have, made sure to, put in place thoughtful warning periods.
1:03:22
We do not want to be punitive.
1:03:24
We do not enjoy being punitive.
1:03:26
We really just want to drive compliance.
1:03:29
And so far in the trash revolution, I am very pleased with the level of compliance that we're seeing.
