- Students are asked to comply with mask policies, and if they don't, they may be asked to leave
- Davis emphasized that being on a public campus is a privilege, not a right, and students must abide by the rules
- He highlighted the collaboration between public safety and student affairs departments in handling campus activities

The hasty building at the City College of New York.

And I'd wanna add one other thing.
1:41:23
There are campuses and all of our campuses adhere to policies with dealing with masks in the sense that we don't always arrest a student who doesn't comply.
1:41:34
Students are asked to comply, and often if they don't comply by public safety, they're asked to leave.
1:41:40
It is a privilege, not a right, to be on a public campus.
1:41:43
You don't have a right to occupy this room.
1:41:46
You have to abide by those rules.
1:41:47
So to be clear, and it's not just public safety, and we're very proud of our public safety department and the people they work with in student affairs.
1:41:55
Student affairs collaborates with public safety on campus when there are activities on campus.
1:42:00
And to your question about time, place, and manner, the first amendment is very clear.
1:42:05
There's been no changes historically to time, place, and manner.
1:42:09
What we do and what we try to do every year is reeducate campus council, CDOs, and presidents and deans as to how to exercise their judgment when it goes to student activities on a campus.
1:42:22
This is nothing new.
1:42:23
This is as old as the Supreme Court and the debate over free speech.
1:42:27
And, yes, we are concerned about how students occupy this space on our campus.
1:42:32
There's nothing that requires we we are not, as a public agency, charged with the authority to redefine time, place, and manner.
1:42:41
Is it appropriate?
1:42:42
Are there
