Council Member Alexa Aviles engages in a Q&A session with legal service providers about the extent of collusion between city agencies and ICE. The providers discuss the difficulty in quantifying such instances and express concerns about potential widespread collaboration.
- Legal providers highlight that known cases are likely just the tip of the iceberg
- Specific concerns raised about the Department of Correction's interpretation of detainer laws
- Emphasis on the limited visibility into the full scope of the issue due to limited resources

Testimonial.
4:17:40
I'd like to ask the the legal service providers.
4:17:43
We have Jennifer's case, but I am sure you have seen more.
4:17:49
How how pervasive would you describe, the collusion or use of city resources for for ICE enforcement?

It it is really hard to know the numbers exactly.
4:18:03
I think that's, like, the main problem is that we find these instances by by pure chance and they are really serious and really scary.
4:18:13
So it leads us to believe that there is more collusion that we're not seeing in in plain light.
4:18:19
We also know that DOC, for example, has a very different interpretation of the detainer load that that than the one that is clear from the statute.
4:18:27
And they do have more communication and collaboration that, they're supposed to.
4:18:33
And so that is a common theme, in addition to the ACS issues.
4:18:39
And we fear other agencies, shelters, etcetera.

The only thing that I would add is that, you know, despite our best efforts to provide as much services as we can to as many people that we meet, we only see the smallest fraction of who's out there.
4:18:58
And so I would just, you know, emphasize that.
